Facebook has already told Fusion and CNET that Facebook uses a lot of factors to collect that data. It is not always location data rather it uses mutual friends, education, employment information, and networks.

The one solution could be that you stop Facebook app using your location. You can avoid suggest friends option this way but if it appears even after that, this means the location data is not being used rather the Facebook is tracking other record.

The Android 6.0 Marshmallow users can disable the location feature Settings > Apps >Facebook > Permissions > location and select OFF to disable it.

Android users should check Facebook via Google Chrome. It stops using your location. But this is not complete solution, because Facebook take into account many other factors as mentioned earlier.
